Officials have launched a torture and child endangerment investigation after discovering several children shackled to their beds inside a home in Perris, California.
David Allen Turpin and Louise Anna Turpin were arrested after authorities found 12 children and adults, ages 2-29, confined in squalid conditions inside their home. Their bail has been set at $9 million each.
Police were alerted to the situation by a 17-year-old girl who said she escaped the house and dialed 911. The officers say she appeared to be "slightly emaciated" and noted the other 12 victims were "malnourished and very dirty." All six children and seven adults are receiving medical treatment.
