Trump's White House has floated the idea of an import tax, but that would end up being paid by American consumers.
And that wall will be expensive. Independent groups say it will cost $30 billion to $40 billion.
That's as much as the Department of Homeland Security's annual budget in 2017 — $40.6 billion. It's double NASA's annual budget in 2017, which is $18.3 billion. And it's five times the Environmental Protection Agency's annual budget in 2017, which is $8.3 billion.
