The war on poverty was declared in Inez, Kentucky, more than 50 years ago. Although the people of this town still face financial challenges, they say that's not the reason for the ongoing water crisis. Instead, they say the town's officials spent money that could have gone toward fixing the infrastructure on two new "unnecessary" buildings.
