Now that President Donald Trump has declared a national emergency to access military funds for his border wall, someone has to figure out exactly where the money will come from.

That's now the job of acting Defense Secretary Patrick Shanahan, who will have to determine which military project funds can be reallocated to pay for a wall along the U.S.-Mexico border.

The Trump administration says just over $6 billion from military narcotic funding and military construction money will be diverted to fund the wall project.

But the White House may not be fully in charge of making that call. Shanahan told reporters on Saturday that he has "a lot of discretion" in the matter and that he's "not required to do anything." He's already said he would not touch military housing funds.

Combined with the $1.4 billion Congress budgeted for border fencing, the president's emergency declaration could give him access to nearly $8 billion for the wall.
