A tourist ferry in Indonesia sank Monday, leaving over 190 people missing.

The boat was carrying more than 200 people, but the ferry had a maximum capacity of only 60.

CNN reports most of the missing people are likely still trapped in the ferry and that officials are considering the search for them a "recovery effort" and not a rescue operation.

The captain of the boat has reportedly been taken into custody. Only 18 people have been found alive.
