At least 18 people are injured after a van plowed into a crowd of people Friday in Shanghai. Three people were seriously hurt.
A local state-run news outlet said the van was carrying gas tanks at the time of the incident. They caught fire, according to the outlet.
That same paper says driver of the van was smoking, accidentally lit the van on fire, and lost control.
