The European Commission is taking public comments on whether or not citizens should keep changing their clocks twice a year. 

The use of daylight saving time is often linked to prospective energy savings, but the commission notes those savings are small. And it says claims that the time switch affects health and road safety are inconclusive. 

Europeans have until Aug. 16 to fill out a questionnaire and voice their preference. Regardless of the final decision, the commission made it clear that all member countries need to follow the same rules.
