Mexico is close to legalizing marijuana across the country.
But critics say the legislation favors corporations instead of small businesses.
They also worry the bill would not address Mexico's illegal drug trade because of restrictions on how much individuals can grow.
Lawmakers have until December 15 to vote on the bill.
